The "Request Refund" ticket is still open on the iMobie site and the status shows as "Processing" (as it has since September 14th). I did so, and after nine days (and a reminder that absent a response I would contact PayPal) I received my refund.

I had paid with PayPal so I went to their dispute resolution page where they suggested that I contact Paddle, the billing service which iMobie uses. My first refund request was on September 8th, the refund ticket was created (and acknowledged) on September 14th and I followed up with another email on September 19th.
